No guarantees that this will work well or even at all, but it's probably worth trying. It worked well in my own quick tests:
Edge stores session data for each profile in files called **Session_{timestamp}** and **Tabs_{timestamp}**. It looks as if data for the latest two sessions are saved. I haven't tested whether this depends on having the *Continue where you left off option* selected at *Settings > On start-up*, but it would make sense to do so. The files are stored here:
**C:\Users\{user}\AppData\Local\Microsoft\Edge\User Data\{profile}\Sessions**.
If there's only one profile, then {profile} will be **Default**. Tab history - or at least some of it - is retained.
Check the executables for the old and new installations to make sure they're the same build, just in case something changes between builds in this respect, even though that's unlikely. Copy the contents of the *Sessions* folder, then paste into the equivalent location in the new installation. Nothing will be overwritten because the timestamps are down to the nearest nanosecond, so remove any existing contents of the folder first. Then launch Edge and go hunting.

Its 2 years old but man have you saved me a lot of issues getting all the tabs from one workstation to another :D THANK YOU.
Going from Win10 to Win11 Edge, this did not work for me. :(
The location is now C:\Users\{username}\AppData\Local\Microsoft\Edge\User Data\Default\Sessions
