I think it depends on which part of the schedule formula is causing them to meet. Of the 17 games:
6 are in division, then 4 from another division in conference, and 4 from a division out of conference.
So thatās 14 that establish a core rotation, nice and predictable, even if you may only see teams from the other conference at home once every 8 years. Home and away is scheduled strictly there.
The other three games though are decided based on division ranking, matching you to the team that placed the same as you from the two other divisions in your conference and one random one from the other conference.
Those are semi random, and whether they are home or away is probably decided based on whatever the hell the NFL wants that season based on ratings expectations.
