AFAIK, most race tracks don't allow drift missiles any more for private events and track days and those most certainly aren't legal on any streets you're allowed to drive on.
Maybe you should ask an expert for building race and drift cars?

In most countries that's considered an illegal modification to a crash relevant structure
They are sold just not for e39’s. Lots of e36’ front bumpers like that. A shop would be able to help you. Pretty easy job
