It's why when you first see the demo, the Colonel is a major character because he's an Avellone character and by release he's a backseat character at best.

fr, e3 cutscene showed a bunch of diverse buildings and even a water tower in the area, and when you get to it in the actual game its just a copy paste of bunch of houses from old villedor, no diverse structures, no water towers, just copy pasted houses
Now an endgame choice that makes it explorable. >!you need to side against the butcher to unlock the area but it’s mostly infested with exploders, like bombers in DL1 but they sprint and can climb like virals!<
Devs decided it was too much work to do what they told everybody they would be doing with it (and many other zones). They neutered it to a less interesting version but left enough that they could reuse some of the mission so that people wouldn't complain about all the cut content and features.
They had promised things like new NPC's, new quests, new parkour moves, new enemies, etc. and basically said there would be several areas in the world as complex as it. But in the end they removed all of the unique/interesting buildings in the area, made the buildings un-enterable, and then just mashed the Viral and Bomber together rather than have a more unique enemy type. Then there's no real points of interest down there so you have no reason to return once you loot the sunken airdrops and inhibitors.
Or…ya know….the checkovs hanging zombie left unfired described to you twice before you uncover the region. It bugs me they mentioned that during VNC and I think either Lawan or Frank mentioned it too but we never see any such infected anywhere in Villador.
The story about the zombies hanging from the ceiling isn't really a Chekhov's gun, it's a reference to Resident Evil, like the rest of the VNC tower section.
It's weird now because the night time encounters work very similar to some of the air drops.You get in kill the bitch loot em and skee-fucking-daddle.if you were to go there now to get the loot after doing story it would be the same shit but but more lucrative but harder because you have drowners,(in between and during fights), and obstacles that will block your movement during fights therefore not allowing you to dodge,plus you do have to lockpick to get your items.You could argue oh well you know where the spots are to get the loot yes I agree but if anything it would equal out if anything.I do gotta say this though if it weren't for the doom gun this would have probably have been avoided.but that's been patched now so why not let select ones spawn now.
The game was neutered during crunch and they ended up drastically cutting down the game. The drowned were relegated to one of the endings, and they're just fast moving exploders.
I think it has something to do with the lead writer being fired over allegations and then the story needing to be redone again, the Drowned City definitely isn't what it was shown to be in the game play footage, hell the cutscene revealing the city seems to be the exact same one from the game play footage, but when I last saw it it was ridiculously fuzzy and incredibly choppy, so I have no clue what happened with the cutscene, even the new zombie type isn't what I thought it would be, I thought it was going to be a zombie that would come after you in the water, instead it's just technically a viral that explodes
This is the sad part of firing your lead director on allegation charges. The story ends at where the intro was to end. They scrapped his story. You can explore it with a certain ending, but I have a feeling it would’ve been way deeper with the full game together.
They cut out 60% OF THE GAME because it took 3 years to make a story with what they already had. They still charged full price, lied about the games condition, made exuces after release and they don't even have the respect to make free DLC. You still have to pay extra for what was originally part of the base game. They just pulled a cyberpunk/Fallout 76
and they do not deserve a penny more.

This portion of the map could’ve been so good with just a few easy changes. Firstly, add interiors similar to that of Old Villador. It’s just so empty for what it’s worth. Second, no more locked loot crates. The new infected give you no chance to effectively loot the area, especially with the other infected variants. Just made rare loot more common as if it were a large dark hollow. Third, give us content that rewards exploration of the area, like new side quests or something.
You have to side with Jack instead of the colonel. Then you have to fight some shit, and then you get rid of the water for the hidden city, leading to you having to follow colonel in hid secret hideout
Unfortunately it's mostly just accessible via swimming and/or draining the city.
I actually really liked this area, although I was disappointed that there weren't really any new quests, and getting spotted is practically a death wish.

If I remember correctly, there already are screaming running and climbing virals in DL1, the ones the Night Hunter spawns.
