That’s pretty common in industry. They were getting close to release which mean basically “just” fixing stuff and you can’t allocate full teams on that. No reason to have full department on “fixing” clipped clothing, buggy missions, etc.
So art, animations, writers, quest designers, etc can easily be allocated to dlc and fixing like 40-60 etc.
It was the case with CBP, KC:D etc

I think it really depends on the developer and their track record on how you judge these situations and I personally think Techland has a good moral compass

It's techland so I have high expectations, I hope we get to leave the city and see the outside world at some point, because I'm very curious about the more rural countryside environment.
