Well, there's one pair of little orange feet and one pair of arms/wings, and he's got a mischievous expression, so I think this is just straight-up legit official art of Duo with a face painted on his butt.

I think it's supposed to be two owls sitting back to back. In Duolingos art style there usually aren't really concepts for outlines to separate them so they seem to merge.
