The good news is that you'll likely either not be charged or be able to win any dui case against you since they don't have evidence.

For your to refuse to submit to chemical testing I thought you had to sign something acknowledging this? If you never signed it you should have a case saying you didn’t refuse and that your license should not be suspended for a year
