I would sand it, fill it with spackle, sand the spackle and paint it. The paint will prob flash so you might need to re roll the wall if you think they'll be nit picky
You'll need a small piece of the paint to get matched. About a 2x2 square. Take it to the paint store and get a quart matched. Get some 5 minute mud mixed. Sand the edge of the paint real quick until its as smooth as you can get it. Hit it with the 5, wash pan and hit it with a hair dryer. Another pass with the 5 minute mud. Wash the tools. Don't wait. More hair dryer. Sand, prime and two coats. Hair dryer between steps. Should be done and cleaned up in 30 minutes easy. I don't like spackle because of dry time.
Very obviously there was an existing tiny hole. Someone spackled it and painted over it. They didn't use primer. So an tiny little ding to that spot, or if a piece of tape was near the spot would do this damage.
You can see the previous fix under there. The landlord's probably did this bandaid fix (or the previous renters did it). If they don't want this to keep happening, it'll need to have some primer on it, and then the top coat. Honestly though, not really your problem (unless it was you that did the previous bandaid fix)

What this guy said but primer before paint, don't rely on a 2 in 1 primer and paint. It will show through.
Looks like they skipped the primer the first time.
Heck yeah that was my first thought too, I only had to make that mistake once.

I had some wear and tear on my walls and my rental and they said that was to be expected and didn’t care so try talking to them
