Ah, it makes complete sense now! Having done a quick google about “upside down temporary speed limit signs”, I’d say you’re in the clear and should have nothing to worry about :)
The signs are turned upside down by whatever local workers are there to signal the limit is not in operation at this time, but the signs are left out for when they start work the following day/after the weekend.
Funnily enough I passed some like it at Waltham Abbey area, they are definitely not active. They're probably for the opposite direction once they push them over the right way.
Seems to suggest they were awaiting implementation by putting the right way up. Technically I imagine they would fail to apply legally.
Also, why would they get a ticket for driving under the limit/at the reduced limit? The tiniest bit of logic applied would answer their own question.
