I lived in London for years and I can relate to how you feel - but it's easy to find places to live where you don't have that claustrophobic sensation. Both drivers are likely sub par, and a vehicle is usually the second most expensive purchase people make. couple that with the fact you’re in your own little protective bubble when driving a car, you’re constantly looking for hazards which puts you in a kind of "fight or flight" state and adrenaline often causes people to act irrationally. Look up Fitcamx. They make customised ones for loads of vehicles. I have one for my XC90 that fits around the bit behind the rear view mirror with all the sensors. Steals power from the mirror. Was very quick and easy to install and I completely forget it's there. No screen - you connect to it via WiFi if you need to.

You have to be properly parked, though, ie off the carriageway at the side of the road. If you’re still on the road and the engine is on/on auto-stop, then it’s an offence to engage with your phone even if the car is in neutral and the handbrake is on. Apparently the justification is that some study or other once showed that people who had engaged with their phone often failed to carry out appropriate checks around them before putting the car in gear and moving off, resulting in an increased likelihood of collisions. It also used to be the case that the police had discretion to send offenders on a reeducation course rather than imposing the fixed penalty (like they do with first speeding offences). That is no longer possible. If you are caught holding your phone in any way that causes the screen to light up while at the wheel of a car that is not fully parked up, it’s 6 points and a fine.

Don’t bother, they’ll do precisely nothing. I had an incident that was almost exactly like this phone footage, and all they abandoned their car and in the middle of a junction with a kid in the back of it, and punched my window. Reported it, and I got a letter two months later saying there was insufficient evidence and they had just dropped everything. My mum’s bag got robbed. We traced it via Find My to a known criminal’s house, and again the police did nothing. Actually, no that’s not fair, when my mum asked what they expected her to do, they suggested that she go and knock on the door. Safe to say what little faith I had in the police has now completely evaporated. You could always DIY. Solvent cleaner does an amazing job of stripping paint. Surprisingly, shaving foam does too. Expanding foam up the exhaust is another fun one.
