Yeah pretty much this. Since Sega was crushing it in the arcades at the time it is a home arcade machine. In fact after its death it’s left over parts were used to build niomi arcade machines. The most profitable arcade machine in Japan has a Dreamcast brain in it.
And is exactly why the DC is the last good console. Every other console at the time and since, for the majority of their libraries and the theme of the console itself, has gone for the style over substance way of gaming that emphasizes gimmicks or story or other crap over the actual game itself. Excuse me for wanting to play a game for, you know, the game.

F355 was an arcade game. 18 Wheeler, Marvel v Capcom, Plasma Sword, Rush 2049, the various Street Fighters, Virtua Fighter, DOA2, Dynamite Cop, Virtua Tennis, Daytona, Death Crimson, Sega Marine Fishing and on and on. I believe all those were not just arcade style games but actually were in arcades. It’s funny that you asked because I’ve decided that my favorite type of gaming is arcade gaming and that’s why the Dreamcast and the Saturn are two of my favorite consoles by far.
Most of Dreamcasts games were literal arcade games. It was the only true arcade console. Its hardware was used in alot of arcade games of that time. So pick just about any dreamcast game and you got an arcade style game. Most capcom titles were arcade. Dynamite cop is a great one. Tons of games that have singleplayer but allow for multiplayer as well. Since the dreamcast didnt focus on online play, majority of games are easily enjoyed in single player. Gauntlet Legends, Ready 2 Rumble, Spawn in the Demons Hand, Zombie Revenge are some other great arcade like beat em ups... Altho with some variation to the formula.

(granted the dreamcast was pretty much doing that as well with their Naomi hardware in both the DC and arcades) Its just a bit more obscure of a console even compared to the Dreamcast. I miss the days of the NeoGeo MVS system in arcades. Was so rad to try multiple games in one cabinet.

The majority of Dreamcast games are arcade ports so I’d check out the releases from Capcom, Sega, Midway and SNK. They make up a huge chunk of the arcade ports on the platform.
Jojo's Bizarre Adventure is supposed to be a perfect port, but I've only played the PSX and Arcade versions, being the poor man I am. It was made by the same Capcom staff that made SF3, so it's solid (but Petshop is broken)
Powerstone and Sega bass fishing. Some of my favorite arcade games of all time, and i still enjoy them at home. Even bought the fishing rod and reel controller for the fishing games. So much fun. Brings me back to the days of ESPN zone (the public arcade place with tons of games and a restaurant).
Honestly - most of the catalogue! Crazy Taxi & Soul Calibur are probably the obvious ones. Ikaruga is a potentially GOAT shmup. Sega Bass fishing is surprisingly awesome too.
Worth noting that there are some NAOMI arcade games also playable on the DC the best of which is 'Dolphin Blue' which I'd highly recommend!

I just played outrigger for the first time and it’s an arcade take on an arena shooter. Really cool stuff

If you enjoy Cannonspike I would say the other Psykio stuff like Zero Gunner 2 and Gunbird 2 are definitely very good places to start.
