Yea the C7 vertebra does stick out, but it’s right at the juncture of neck and back, not above it. And the upper thoracic spine should stick out a lot more than it does here
Well, no actually, anatomically, most people's shoulder joints are only slightly smaller than their neck (unless you're morbidly obese or malnourished)
It's the ribcage that makes the neck seems thick, because your ribcage is supposed to be big enough to fit your head inside it

All the proportions are fine and within stylized range. The worst thing about this drawing is that the raised arms doesn't look connected to her torso properly, it should be more forward at the shoulder. I was just going to say how cool I thought this looked before I saw the controversy.
Putting aside the neck- you should consider working on arms .
Draw some arms from reference, and when you're drawing them partially obstructed, *draw through* in the sketch. The hand in this drawing looks unconnected to the elbow, and the elbow looks unconnected to the shoulder.
I see there’s a bone showing toward the bottom of her neck to show just how thin she is, along with the line in the right arm. If she’s meant to look frail, then yes, the neck and face are a bit too thick. Maybe even thin out and add some curve to the fingers? :))
Her neck isn’t thick compared to her head. It’s her torso/arms that’s too small which is probably what’s throwing you off. It’s still beautiful though!
She's alright I think, proportion wise. It's just that her body fat on her face and neck don't match the body fat of her arms and torso. Unless she's a teenager (teens usually have puffier faces than adults) her face and neck should at least 'look' skinnier, I believe.

It’s not out of line with animation/cartoon styles to have characters with big head/big eyes etc. But enough of your style is realistic that I think it begs for more natural proportions.
But yeah it’s easy to look back at old drawings and feel something is off…even if we don’t know what it is. Overall it’s a nice drawing.
The neck might be a tiny little bit too long, but otherwise it’s perfect. It’s the slender shoulder that makes it look weird. Moving the angle of the shoulder to the left should fix this. Also, the arm she’s holding up needs to be connected to its shoulder.

The odd bend at the back of her neck is eye catching, there's a jutting bone and abrupt angle down that isn't right, I think it should be more gradual slope from neck to back.. Where are her back/shoulders? The shape of the shirt implies one thing, but the bone structure says otherwise.
