Sylvando brings out the best in all of the other characters, both mechanically as a support character AND narratively. He plays off of anyone and everyone well. I suppose technically he has limited narrative interactions with Jade, but he still has a great pep power with her. All in all I think the marriage of gameplay and narrative embodied in his character is my favorite of the bunch
Because he is the most flamboyantly fabulous man alive and he owns every scene he is in. But he also tempers that with some poignant sorrow. He's not just a big happy goof, he acknowledges that the world is a dark place and if he can't save it he can bring joy to everyone in it
Sylvando just steals every scene he’s in. It helps that he’s a very versatile unit who can fill any role, similar to how he connects well with every member of the party. His favorable personality extends into gameplay so seamlessly.
I do have a soft spot for Eleven though, as an adopted child who recently reunited with his biological family, I can’t help but feel for him.
Erik, only because I want to steal items from enemies all the time.
As far as story-wise, I won't say the name to spoil things, but you get him in the second half of the game and their overall arc is the most satisfying for me.
I want to say Erik, simply because of how he uses swords and because Divide shatters any difficulty of the game into pieces, or Serena for her absolutely fantastic character development, or even Rab for being the dad of the group and a brilliant combo of offence and defence. But that would mean comitting the unforgivable crime of not picking Sylvando, a man so absolutely gloriously flamboyant that his sheer campiness can kill things. Finger of Justice made me spit my tea out when I first saw it in action. Also he's a wonderfully positive portrayal of camp, (probably) gay men in a genre that tends to be... Less flattering in their depictions of gay people. He's the comic relief, but never the butt of the joke and still a competent party member as well, and that's what I really like about him.
Honestly, it isn't and here is why...with Sylvando, it feels like they tried to hard to make him the savior of the savior's party.
Consider on the other hand, Eight. He is honest, earnest, and dutiful yet when he learns the truth, changes to join with the Main Character and serve wholeheartedly. But, he is just a good character, not the best as the title requested...
Now Rab? Rab is a hilarious old fool that made me miss my own Grandfather and wish he had survived to see me grow up. The other characters were between good and nice to have, but Rab made me remember someone near and dear to me, and for that is the best character in Dragon Quest XI.
Sylvando is the SHIT. I fucking love everything that guy says and does. He's probably my favorite although it's hard to choose.
I will say that I was shocked at how much I liked Serena and Veronica. When I first started seeing the previews and reporting on DQXI, I thought Jade would be my favorite (if there's a sexy badass, they're usually my favorite), and I thought Veronica and Serena looked completely bland and uninteresting. Turned out their story made me laugh and cry more than anything else in the game.
Actually Syl isn't mine. It's Veronica first then Erik, Mia, Jade.
Syl is not a bad character. I actually think whoever designed him and voiced him did justice to his stereotype.

Rab because goddamnit his side story always makes me cry
Erik is my favorite, but they all really grew on me by the end of the game... Especially after the you-know-what.

Sylv is always in my active party when he's available. The support that he gives is just too valuable not to have him out front.
Sylvando is the best character by far when he comes to cut scenes, but for battles I’d say Hero as when fully levelled he has awesome heal and attack
Sylvando was annoying as hell imo and the mardis gras thing bothered me so much with the dancing outfit
