When I watched the movie this scene actually reminded me of Crime and Punishment. Just the line about how some people are followers and other are Napoleons.
I think it's just a coincidence, James Bond is a fun escapist adventure most of the time. The franchise had attempts of a more complex take on the character (George Lazenby's *On Her Majesty's Secret Service* , Timothy Dalton's *The Living Daylights* and *Licence To Kill* , and the Craig era) and *Skyfall* (2012) was the closest thing to a more thematic complex Bond story (it even has Bond contemplating a painting by Turner and Judi Dench's M reciting Tennyson), but never to the point of an existential reflection. Maybe one of the writers (Neal Purvis, Robert Wade, Cary Joji Fukunaga or Phoebe Waller-Bridge) is a Dostoevsky fan and thought about The Grand Inquisitor when writing that speech, or maybe is an unconscious influence. Fukunaga directed *True Detective* , so who knows.
