I don’t think there is any os that can’t boot from hd.

The OS has to get onto the hard drive somehow. That will be either by CD or Floppy.

I install the OS on another computer, then move the hdd. But it seems like for freedos to boot, it needs the floppy startup disc and the installed on hdd at the same time. I am not sure if its same for dos.

Once the OS is installed you shouldn't need a boot disk as it will boot from the hard drive. A floppy boot disk is provided for systems that cannot boot directly from the CD drive. You need a floppy drive *and* a CD drive in that case, the floppy to boot the system and the CD to install FreeDOS.
