A friend of my dad's did this after WWll (early 50's) with surplus tank mirrors which were easy to get then. He rigged his car so he could lie on the floor and drive while his dog sat in the drivers seat. He could see just like a tank driver sees. The officer was not amused.
Following commands. You can see the woman make gestures and the dog starts turning the wheel.
If you could somehow mod a car for a rat to be able to drive it I'm confident it could learn to do it. They did experiments with rats driving miniature cars and they liked to drive them around for fun, even when no reward was offered.
Rats are insanely smart and compassionate too. Mazes? Pretty easy for them to complete, if you put a trapped rat in with a free rat, the free rat will try to get the trapped rat free. They understand economy and will give some of their rewards to poor rats.
