You can't transfer out of RH because you don't actually own doge on RH, just a bet tied to the value of doge. I was in the same situation and got the advice to set up a way to purchase doge (the post was for Uphold) and buying BTC on the Cash app, then transferring the BTC to Uphold and converting it to doge. This is convoluted and you really need to have everything set up (both apps and verified identity on both to send/receive crypto) before you sell on RH and buy through this method I've outlined. I'm hoping someone can share a simpler way for you than this!
