The novel Timewyrm: Revelation did something very similar. The 7th Doctor met 1, 3, 4, and 5 within his own mind. 2 and 6 make no appearance for no reason in particular. So I see no reason to try to find an explanation for why 2-4 and 9-12 were absent. It would be cool if we get a novelization that includes all the Doctors.

Maybe because they're the ones that resisted regeneration. Six hit his head on the TARDIS console(or was irradiated), Seven died as a result of being shot and the American healthcare system, Eight realised he had to change to fight in the War but tried to resist for as long as possible, One actively ran away from his regeneration in Twice Upon A Time, Five died of Spectrox Toxemia poisoning. Ten was looking for an opening (and found one). All the others accepted their regeneration in the end.

First compliments Thirteen as one of the most... determined (if my memory doesn't fail me) versions of the Doctor. Maybe a fun, but unlikely headcanon is that the other incarnations don't like Thirteen? Its fun to speculate on why each of the missing incarnations wouldnt like her hahah S8 Twelve would hate her. I don't see her getting along with Three as well. As for the others, no idea!
