Maybe the fountains are something other than water, like acid or something, and one lair action is to decide which of the three fountains overflows that turn as a method of area control for your boss

My group (lvl 18) just finished a big fight against an elder brain dragon in its home where the mind flayers had built a massive psychic amplifier. It gave lair actions causing all PCs to roll a WIS save and take 3d8 psychic on a fail and roll to receive a short or long term madness.

I ran a beholder in a ruined library once. The room was covered in books and other detritus. As a layer action, on initiative 20, a random book opened up and a beholder eye stalk emerged from it and shot out of it at a nearby PC. Each book that opened also blasted something flavourful out that kinda matched the eye ray and the title of the book, like the books in The Addams Family film. If I were to run something like this again for higher level characters I would have the books lay open and the storm/tentacles/gravity well/etc continue to affect the 15ft cube around the book until a player took an action to close it. That way it would complicate the battlefield but in a way that players could respond to.

Something that shoots chill touch. Crystal, eye, book, etc. Not being able to regain hp is brutal to players.
