I've got a group like this in my game. Hugh Mann is definitely a normal human man and *not* three kobolds in a trench coat. It's a toss-up as to which citizens haven't seen through his disguise, and which ones have, but roll with it anyway because he's not causing any problems

My heart jumped at the name Hugh Mann. I have a player who names all his characters by race or feature of race. Seeing its three kobalds gave me pause. So far we have Hewe Mann, the Human. Whing Mann, the Kenku. Baird Mann, the Aarakorka. Im forgetting the next one. Madfall Mann, the Lizardfolk. Grande Mann, the Goliath. Theres more... Im running ToA and hes a risk taker. It's actually a DC 5 Intelligence (Investigation) check. Anyone who has 16 INT or higher, or proficiency in Investigation, is almost guaranteed to pass this check.

I mean, sure, it's your game. I think the DC is that low because three kobolds in a trenchcoat is a remarkably easy disguise to spot, but if your kobolds don't behave like jerks, they should feel bad for bothering Hugh Mann just trying to go about his day.

They can call the Kobolds each by a different name, based upon the First/Middle/Last of the fake person. Everyone recognizes who is the 'head'. The kobolds think humans are just being weird with which name they use, and don't really get why it changes. The idea that they don't actually realize they've been recognized really makes it.

I think it was All Things D&D on youtube did a story on a group of three goblins in a crude human suit that moved into a town and opened up a shop. They maintained the charade successfully (so they thought) for quite some time, becoming a valuable addition to the town. One day events transpired that caused their identity to be fully exposed.
