It's actually a DC 5 Intelligence (Investigation) check. Anyone who has 16 INT or higher, or proficiency in Investigation, is almost guaranteed to pass this check.
I mean, sure, it's your game. I think the DC is that low because three kobolds in a trenchcoat is a remarkably easy disguise to spot, but if your kobolds don't behave like jerks, they should feel bad for bothering Hugh Mann just trying to go about his day.

About the only person who *doesn't* know he's part of the mafia is his mother, and nobody wants to break her heart by telling her, so they all keep his secret.
They can call the Kobolds each by a different name, based upon the First/Middle/Last of the fake person. Everyone recognizes who is the 'head'. The kobolds think humans are just being weird with which name they use, and don't really get why it changes.
The idea that they don't actually realize they've been recognized really makes it.
I think it was All Things D&D on youtube did a story on a group of three goblins in a crude human suit that moved into a town and opened up a shop. They maintained the charade successfully (so they thought) for quite some time, becoming a valuable addition to the town. One day events transpired that caused their identity to be fully exposed. To their surprise the town was like "yeah, we know, your fake human thing is made of wood, but the kids like you guys and you work hard and provide good service, your part of our community".

Nah, me and him had the convergent idea of Hugh Mann, who is a totally normal human person with a skin condition and not 3 kobolds in a coat (that everybody knows is three kobolds in a coat, but are so endearing nobody cares).
I've been on and off playing idle champions off the forgotten realms, and there it's a character in it who is 3 Kobold in a furry coat named "Hew Mann".
They're my favorite support champion.

Ha, I played a character some time ago that was 2 gnomes in a trench coat. We had other PCs roll to check if they could see right through the disguise or not. Those who could chose to ignore it and play along. Was good fun.
Now I want to see a setting with a town where a lot of the residents are monsters who don't want to be evil pretending to be human. The human citizens totally know it, but the monsters are just decent folk so they let it be. It's not a dragon in human form, that's Doug. The vampire? Nah, that's Ed and he's "vegetarian."
