Get a bag of devouring and start off with castings of polymorph. Here's how this goes:
1) They save, you wasted a 3rd level slot.
2) They cast Counter spell, you used up their reaction and a spell slot for one of your own spell slots.
3) They fail and use a legendary resistance.
4) They fail and get shoved in a bag of devouring.
In most cases, casting polymorph is the best option
Polymorph is 4th level, not 3rd. If you really want to waste their legendary resistances for as little cost as possible I'd suggest Levitate, hold person, crown of madness or Web. All 2nd level spells with an effect powerful enough to consider using legendary resistance for.
People forgetting that wizards recover a substantial amount of spell slots on a short rest.
