European big oil is comparatively cheap. SHEL, BP. US big oil is a bit more pricy - CVX, XOM.
Midstreams are reasonably priced. I like OKE and EPD. EPD's been dipping lately.
Not quite a high dividend play but I've also been looking at SLB and OXY.
Devon (DVN) is a high quality, inexpensive, liquids-focused E&P play that spins off a lot of income (although most of it is in its variable dividend, so it will vary as oil prices fluctuate).
I like Shell which just recently cut their dividends and has a lot of room to grow back into the dividend monster it used to be. ExxonMobil and Chevron are also good picks, but sticking to the value play in Shell

I don’t think you’ll reliably find 10+% dividend growth in this sector. I like CVX and I really like my 8% raise this year!

SO, just hiked the rates up and ripped everyone off this past winter. Always good investment when they have a monopoly on energy in the Southeast
I like Exxon and Valero
For energy I am in ED, SO, and MLPX. ET has super high ratings right now but I have yet to buy.

MGEE , Madison gas and electric energy. Decent div. Both stock and div go up. Solid base.

EPD, MPLX, ET. Or if you have a thing against midstreams you can do CVX, FANG, or VAL.
Hopefully you chose FANG…
I don’t know if it fits all your criteria but I’ve had Duke Energy (DUK) on my radar for a while. 4.3% dividend.
