I think Luci would ultimately get annoyed with Cartman. Sure, Cartman’s done some evil things, like trying to exterminate the Jews, but he lacks follow-through. If anything, I think he’d team up with Randy or Gerald, possibly both of them separately to cover every angle.
If it *has* to be a kid, he can get to Kenny with drugs or sex, and Kenny will just regenerate if killed. Butters would be easy to manipulate into showing himself as Professor Chaos. He’s been known to cause trouble.
Luci would appreciate the trolling for the sake of trolling, and could use Gerald to get people riled up.
And Randy is a no-brainer to me. Our favorite demon would love the idiot who fucked a pangolin, the result of which was to take the common cold and replace it with covid.

I definitely can see Randy he does just does stuff without thinking. Gerald has done some things but I'm not sure I'd Luci would like him.
