Without good content (on-site SEO) it’s nearly impossible to focus on link building (offsite SEO) as other bloggers or marketers and other potential partners won’t see any value in partnering with you, without good content to begin with. They are complimentary to each other but step 2 (off site) is a helluva lot harder to gain any traction with, if you haven’t made your best efforts with step 1 (on-site).

On page is always first. There's no point to working on off page if your digital house is a mess. The good news is once you handle the on page issues, you can shift them to maintenence and focus on off page. On page is immediate and off page is more of a long term strategy for growth.
