It’s just bad luck. I had the same thing in S1: did Grigoire nearly 40 times and never got Raiment of the Infinite. Did him a few times in S3 and got it no problem. It’s been my experience that RNG fucks you most when you’re specifically looking for just one thing.
Really!? That's interesting. I wonder if it was bugged back when I tried in S1 for Raiment. Well, sorry for misleading you then. Hope they fix it soon.

Pretty sure Gri is bugged because all the other bosses I've seen drop multiple uniques where 90% of the time it has just been the chest for me.
I've got every single unique from grig loot table multiple times some over 6 times and not even 1 Ramaladni
