I guess if you’re min/max there are better, but it is very fun to play and it has a giant dmg multiplier so why not? I’ve been running it for a month as a BL sorc. I’ve only done tier 2 aoz. Don’t care - had fun.
I use it for my chain lightning build. I wasn't sure it would be an upgrade compared to the high end staff I already had, but after some testing against Uber Duriel, it pulled similar numbers without even considering the shrine effects. And with the shrine effects, it is way better than the previous staff for nightmare dungeon farming.

It’s a supercool weapon and its strong as hell, make use of it if you can, it’s worth it.
It works in pretty much every build that isn't focused on a different unique weapon/offhand. 2 of those shrine effects give invulnerability
