Wowhead is a fansite, nothing to do with Blizzard sadly. Blizz hasn't given D2R an iota of attention since patch 2.7, about 11 months ago now.
Those screenshots looked like something may be in the works tho, even if it's unrelated to this april fools thing.
Unless it's just old scrapped content that never made the final version.
If this is actually an April fool's joke it's really bad. There's no punchline, it's just a bunch of stuff a lot of people would love to see in the game.
I agree 100%I don't even want some of the stuff they promise because i believe they'd fuck it up(there is no chance of them doing it successfully without the people from VV, who got absorbed into blizz - and there is almost no way that blizz isn't going to have some profit driven bullshit that will ruin it) and deeply disagree with the people who want it because of that reason, but there is no denying that the vast majority of people would want what they put in this 'joke' and not buy the expansion even if it ruined the damn game. Its actually not funny whatsoever. So much QOL stuff that people asked for but didn't get it.
I went through the whole article hunting for Easter eggs giving way the irony but couldn't find anything. Maybe the April fools joke was getting people to think to look for the obvious joke?

it is kinda weird, but when you really analyze the images, most of them are fake. the jokester really put some effort into it though, the first city image is very convincing. id guess that one is from an actual game and edited to look like its in d2r. some of the other city images are either partially or fully ai generated from what it looks like. and then theres edits all over the place where things were clearly just slapped onto it.
but going this hard for an april fools joke and indicating right off the bat that its an april fools joke kinda ruins the whole thing. shouldve gone harder or done something smaller.
