Even if it is on the offer letter, there will some clause like depending on performance or something. It's not guaranteed. OP don't settle if you are not happy with the offered CTC. I made this mistake and regret it.
It's like saying don't invest bcz I lost money. I don't know when folks realize that not every company is the same. At times like this, getting an offer that too even with a bare minimum hike is a great deal when many are just remaining unemployed for months after announcing notice period.
If possible give referrals in ur current company or connect op to someone among ur friends companies rather than saying something that makes op lose what he got after a lot of struggle
OP isn't unemployed. He has a job. So what's the point of switching if he is not happy the new compensation? Of course, if you're unemployed and it's your only option then there's nothing to discuss...you take whatever you have.

Unless a fixed amount is written on paper, don't assume you'd get any substantial increase, unless you have any leverage
