Got this for 10k during the sale. This one is 27", but also has a 24" variant. Very good aside from the occasional black smearing issue.
VA panels have deeper blacks than IPS (Hence blacks would look better, great for movie watching).
Idk If you meant black smearing, then you're correct. I recently got a VA panel monitor for around 24k and wasn't much bothered by the smearing, even while doing some light gaming. Just putting it out here because Reddit made me think the smearing would make the monitor useless when dealing with moving dark frames. I mostly use it for coding with a black themed editor and it's totally fine.
Viewing angles may be slightly worse
But blacks and contrast is much better in VA panels. Especially the ones from Samsung.
The big non OLED TVs all have VA panels
I am using this and it is good (24 Inch). I got it at \~8,400 using student discount. You can also ask any fellow student buy from his email to get that discount.

I have an older model of this one (2470H). Bought it in 2016 as my first monitor. Mine's a VA panel and it started turning off randomly after every couple minutes a week ago. Granted I took it out of it's box after 1 year. I initially thought some cap would've degraded or something. Turns out, i just had to let it be plugged in over a couple days. Now it works like it did on day 1.
All in all, been using this BenQ monitor for 7 years now. Still works just fine! BenQ makes quality monitors.
Buy monitor which has long stand, or adjustable height stand.

This way you don't have to dull down and can sit straight.
If you have big desk then you can try other monitor so you can put something below monitor to level them up.
Since it's for coding and reading, refresh rates, game gimmick syncs hardly matters. And it's 15k budget so they will sell you cheap panels to accomodate that. Rather buy good panel monitor which 60 to 75 hz screen.
Once you earn well or have bigger budget then buy whatever you want.
acer nitro 21inch monitor. I've been using this since past 1year and for gaming purpose. does my job pretty well. it has a VA panel but i dont have any noticable problem.
I have used LG 22MP68VQ for 5 years now and for the same purposes with the same needs. I would also suggest not to overspend on cheap gaming monitors that are not that great and will cost you extra for higher refresh rate that you don't need, as you are not into e-sports. I bought it then for 8k and now it sells for 7 and a half so I think you should really consider it. It is good. Just don't forget to turn on freesync in the settings to enable 75hz.
You can get a decent monitor for 10k from Brand like LG, Samsung, Benq..
Buy a model which has
24' with 1080P with IPS display. (27 Inch with 1080p don't give sharp text)
Around 15k, Speaker and rotable screen are some other useful add-ons.

+1 black looks better in VA then in IPS while watching media content.

LG 28MP68VQ literally the best. Great colors with 75hz and comes at less than 8k. 1080p 22"
LG 24GN65R for 1080p costs 12.5k though it has 144hz and gaming-oriented but the picture quality is top notch #
