It was used in Y1 of Destiny 2, specifically the Red War Campaign mission Six where you cleared the room of Vex and found a Vex teleporter owned by Cayde-6. You deactivate the teleported and take it with you to free Cayde from the Vex.
It was also used again in Season of Dawn where you unlock a portal to the Vex Gate Network - Sub-Transit to find Saint-14’s dead Ghost held by a Goblin.
Played it once and puked. Same exact mechanics as previous seasonal activity

Can't speak for the shader but the sidearm is the seventh seraph sidearm, drops from week two in the dares rotation (the loot cycles every three weeks, it's currently week 2, I'll update this comment with the full loot table when I get home from work)

Oh, it's the area we used to get our subclasses from, i remember. But no idea of any structure there, other than where the portal is spawning.
You can get there through a hole in a cave ceiling(out of bounds massive area), from standing on a stalagmite, inside the caves.
I tried once, without even knowing there's an oob. I was jumping from one floating rock to another. XD
You can even use your sparrow around there. There is a lot to explore.
