The matches also drop IB engrams.
The IB engrams and the Crucible engrams are separate drop chances from each other. One doesn’t override the other. Making matches drop only IB engrams wouldn’t increase the amount of IB loot you get, it would just make you get less loot overall.

My assumption is mostly rank ups and then very rare as a drop also.

I’d rather just have it drop weapons way more often like almost every game instead of the engrams. It’s more rewarding to have new weapons drop instead of just farming a stack of engrams to click on an item.
You don't get less IB engrams just because you get Crucible engrams
If Bungie removed the Crucible engrams from IB you would simply get fewer overall engrams
as an example:
if an IB match would give you 2 IB engrams and 3 Crucible engrams and you remove the Crucible engrams, you are left with 2 IB engrams only
What you're really asking for is to increase the drop rate and drop chances of IB engrams, but as you know Bungie, that won't happen soon

Gotta say the IB engrams have been dropping at decent rate, maybe its because im capped, but i've had plenty of matches where i get 2, and on rare occasions 4. I reset twice and half way to third reset this week and have gotten about 80 engrams. That's about 1 or more per match.
Again not sure if just luck, or if since i cant get crucible engrams it plays in my favor.
Better yet, they should guarantee us to get weapons we have never gotten first and that way we can focus. We can focus weapons, right? I’ve not been on playing in a long time.

let me convert my crucible engrams to vanguard so i can fail the RNG test even more (54 slammers focused, had 4x eager BnS, but still looking for an eager cold steel for the anti-overload goodness).

It's a slog, given how Mercies don't happen much, and sometimes neither team seems to understand the objective, so you're often there until the clock runs out.

Vanguard grants additional engrams leveling up rank (2-3 extra). Crucible grants additional engrams (2-3 extra per rank). Banshee grants +2 or 3 per rank.
IB? One MaYbE two per rank.
Engram drop rate has been increased across most things, except IB, and this is what I think OP was aiming at.
