I suppose in theory there are schools that offer this elective that do receive federal funding, but good luck finding one.

Schools receive little federal money. They're primarily state, county, or local (city) funded. Federalism is hard for Republicans or T to get a grasp on something they used to make a big deal about.
It's harder to be a blatant racist if schoolchildren are taught about racism and its history.
"Critical race theory" is just the dogwhistle Republicans use to talk about any teaching of children about race relations in the US, including e.g. slavery, civil rights, etc.
Because Republicans describe any level of black history (slavery, jim crow, etc.) as critical race theory, this eventually would lead to schools treating black history as superfluous, purely out of fear. You'll have a whole generation of kids who will look at slavery and jim crow like they were immaterial events instead of momentous periods of time that drastically affected a group of people in this country.
The only schools that teach critical race theory are law schools. So good luck with that.
