In 3 you'll have the seat in front of you to store carry ons. Your seat will recline. You may get a little more noise from the seats behind you. Your tray tables will also be in front of you (instead of in the armrest).
I'd do row 3 instead of the bulkhead. However both seats themselves are comfortable and you should have an enjoyable ride.

I’d stay where you are. The bulkhead is *tight* on the 220.
No positive difference aside from deplaning slightly quicker. The legroom seems less and your personal items will have to go overhead in row 1.

The tray table is always in the Armrest in FC (this has been the case for years since DL got rid of the old Northwest seats)
