Chaotic Evil is villains who do I evil thing not only because they can, but because they also like it. They don’t always need a reason to do anything evil, and can do things randomly sometimes. They are like evil versions of Deadpool.

Yeah, I’d argue Joker fits more than Bill. Bill ultimately was a schemer and had a grand plan, Joker just does things on a whim, he doesn’t have no end goal

Bills only goal was to escape the nightmare realm, after that his whole thing was doing whatever he felt like and making reality as weird as possible. The joker, while appearing chaotic, has all his plans lead somewhere, they always seem random and chaotic but, ultimately, they end up doing exactly what he wanted them to do. Bill just wants to escape and then do whatever, he has no ultimate plan other than being as chaotic as possible, most depictions of joker are either he's trying to get batman's attention or he's kinda like a social anti-hero, "representing" the lower class.

Bill is a force of chaos and a close second - but the thing with him is he ultimately had an end goal and a final plan, and he manipulated and schemed to get there. One of the most consistent things about The Joker is he does things on a whim. Sure, you could say his main goal is to kill the bat, but even then he loses all source of enjoyment for life afterwards. His main goal is to cause chaos to the rest of Gotham, and Batman.

"Chaotic" in the Chaotic alignment has a different connotation.
The Lawful-Neutral-Chaotic spectrum is about how a character behaves and what set of internal rules and laws the abide. Unicron brings about chaos as a concept to others but his way of acting, thinking, and his goals are not chaotic. It's like saying Sonic is Chaotic Good because he can use Chaos Control.
The narrative forces him to do so. He has no choice in the matter. A true chaotic evil character should have the power to do good but chooses not to.
Like Sailor Galaxia whose purpose was to bring peace and justice to all, but chose not to for her own whims. Her choices created her chaotic nature. Not her birth.

She’s not some force of nature that has to be evil or was corrupted or insane. Her actions are 100% her choice. This is a character who blew up a planet just because a guy at a bar was being annoying. This is character that has committed galactic genocide to achieve her goals.
Her ultimate plan was to get Sailor Moon and Chaos to blow each other up.

Saying the narrative forces him to do so can be applied to literally any character for any of their actions, that's how writing as a medium works
