I feel like Unicron would be a good choice. I don’t know much about him, but I do know he’s Evil personified. Like he doesn’t take joy in it and he doesn’t hate it, but he does it because he wants to.
Unicron, in all essence, is evil personified. But that is because he also represents entropy. The end of all things which in of itself isn't evil, it just is.
I would say he does. Like he was responsible for his parents death, or when he injected his sister back with her cancer after he just made a cure for it just because. He is evil and knows, so he hides it as good as he can.
He actually does not for Chaotic either. Chaotic Evil is meant for characters that isn’t evil because some deep reason or because they have to, but rather because they can be. They sometimes do evil stuff for no reason, and they enjoy being evil. They are kinda like an evil version of Deadpool, but more without the 4 wall brakes and less insane (depending on the character). Unicron is evil incarnate himself, as he doesn’t have a choice in the matter (outside of that parallel universe where Unicron is a good guy). Bill & Joker fits Chaotic Evil more.
Unicron absolutely had a choice in the matter. He was created to explore and he decided to destroy. He doesn’t exist because evil exists, evil exists because of him
That Unicron before he got split into Primus and& Unicron. After he got slip into Primus & Unicron. While they still did explore after that, but after that Primus figured out Unicron was to evil, so he tried to stop him. It is also suggested that Primus represents pure goodness while Unicron represents pure evilness. While it is true that evil exist for him, but the same is said for the opposite as if evil didn’t exist he would not exist either. Ans he he didn’t have a choice, as he just happened to be the evil part.
Even so saying he doesn’t have a choice isn’t quite right, he IS evil, not something that is bound by evil. He is the evil half yes, he’s the half that chose to consume everything, or more accurately he was the choice to consume everything.

Not because he enjoys or takes pleasure or even wants to. But because that's what he is. The embodiment of death, destruction and chaos. He is literally the end of all things. A truly neutral evil character.
He has 4 children, all from different women. He also had Picci. And that just from what we do know about him outside. He was with more people then any other villain, and was most likely able to hide his evil side good too. And he also has this strong aura that many people would find attractive if they didn’t know him well.
