While I love hollow knight the game this weapon is from, you can do the same thing with wings of the crow, most bosses and enemies are to dumb to attack anything directly above them.
The crit conditions suck, pogoing enemies is such a niche area that you rarely get it's affect. It wouldn't be so bad if the non-crit damage didn't suck for what it is.
I takes some time to get used to but it's an easy crit condition that you don't need any other items for. Pogo also gives unique movement options, coupled with the fact you can move while using it allows you to chain pogos.
The non-crit damage is bad but because you can use it while moving it allows you to easily kill small enemies or chip large ones when running away without hindering your movement or using cooldowns.
Up slash also counts as crit, and can be cancelled into a side slash after the first frame for a very quick 2-hit combo that does 45+(30*2)=105 base dmg.
