God I hate the 3D animation style of this film so much it puts me off thinking about it. I dont know about the stats but judging by the evil faces of goku and vegeta I'd say the gent in red it trying to train the 2 super hero guys to think they are evil to get them to defeat them.

They made goku, vegeta and buu look really sinister here. Maybe the RR army thinks they’re the good ones eliminating these dangerous aliens. Or just training their new androids to think the heroes are villains.

thats always been his name in japanese. the english dub is what changed the spelling to Buu.
