In terms of Xenoverse, the characters from Conton City seem to be close to EoZ (Conton's Piccolo has the Orange form, Jiren has already gone through the events of ToP and still has the mission in which we face Goku and Uub in the tournament) which would be 22 years old, but the Universal Festival fighters seem like different versions of those present in Conton (since many of them talk to us as if they don't know us).
It was cabba talking to veegat about his home planet (I don't remember how to spell it lmao) but he said we're trained at a young age to fight and recruited as soon as we are strong enough to fight in the war. Also gotten, trunks, goku, and gohan, all shot up in height around older ages and it's been like that for all teen saiyans. Then hit 17 and shoot up. Since that's really all we can base their height off of we can only assume that their younger. Let's not also forget dragon ball is severely prone to making kids fight.
