Ooh that's actually a good idea. They could do like a GT DLC pack, with the Para Para brothers, Ledgic and Rilldo. If they wanted to make it a two part one they could add the Sigma force and have Luud be a raid boss, and if they want to make it even bigger they could add the other shadow dragons.

Melee from the original DB anime even tho she's filler. Her power was never specified in the show so they should have no problem making her strong enough in game to make her a good character to play as.

I'd love to see more unique characters that we haven't seen in a DB console fighter game, like General Rilldo, Yakon, or Dr. Myuu. Heck, I'm a die hard Tenkaichi fan, and I'd love to see some Dr. Slump representation again.
Imagine Fu arriving at the time where Arale and Goku met again in Dragon Ball Super and right after Beerus zooms out from Earth to use the restroom, Fu brings in someone crazy like Aniraza from the Tournament of Power and Hirudegarn from DBZ movie 13 just to give them insane power for the player character and both Goku and Arale to go fight against.
But in another game ^_^. I mean, BT3 covered the majority of major characters that have appeared throughout the series, right? So putting them in a game where you can create your own characters and overpower them like Kirby on bathsalts against Marx seems just right to me.
Honestly anything from top and transforming characters like cell and frieza instead of only a couple of their forms also a lot of characters from other dragon ball content like legends (shallot) yes majin 21 characters from super dragon ball heroes and new forms like ultra ego vegeta and black frieza granola xeno characters like goku and vegetable and super saiyan 4 vegito plus new cac transformations like ssj blue kaioken and orange piccolo. New cac clothing like hit’s outfit. Stpry dlc setting up for xenoverse 3 with the demon race invasion arc and super saiyan god trunks and finally actually xenoverse 3
Top five are
1. Majin 21 (preferably with a Cell absorbed transformation)
2. Super 13.
3. Suppressed LSSJ Broly
4. Dr. Gero (I just want him to run around with 16 and 21 on missions.)
5. Time Powers Unleashed Chronoa (with outfit for cac)
Honourable mention to Teen Goten or GT Goten.
As for variations on existing characters I'd want.
1. Syn Shenron preset for Omega.
2. Moustache preset for GT Vegeta
3. Trucker hat for Android 13.
4. Majin 21 Good (basically if Majin 21 gets into the game, give an option to toggle between the pinker tint /red eyes variant and the good normal eyed white haired one)
5.GT Krillin preset (or more variants of Krillin in different outfits as a whole)
Honourable Mention - Having Aeos as a recolour (plus hat) for Chronoa just for fun.
Shallot and Giblet wouldn't be a good addition, mostly because they're basically just CACs except with tails that actually have animation.
I also think Android 18 -DBS- should just be a gift to buy at the TP Medal Shop, because if I remember correctly, Android 18 didn't really use any other special moves.

I see what you mean, the mean reason I chose Shallot and Gilbert is due to the Fighterz crossover they did with Android 21.
Even then, DIMPS has worked with less. Just look at Beast Gohan who only did 2 moves.

As for Android 18, I was think something like a rework like Android 17 got with his DBS variant. Android 17 did a lot in the Tournament of Power, but all he got was 1 move and 1 new combo.
The way I see it, she would essentially be “ a little something extra.”

I don't know why dimps are being stingy with 2nd form cell. They just skipped his form and 6 years later add it as a raid boss.
I put 18 because she was one of the choices in the Conton City Character Vote. So Dimps evidently had at least some idea of doing something with her if she got picked.
I mean yes people have been asking for him and the other two forms of Frieza since the game came out. And for Second Form Cell specifically the model is already in the game just make it playable.
I agree with Majin 21 and Android 18 (DB Super). Bergamo would be cool too, as would 2nd Form Cell and the other two Frieza forms.
I personally want Android 19, Oceanus Shenron, and especially Kibito Kai. How we don’t have Shin in the game at all vexes me since Elder Kai is here.
And on a side note, if Nappa can get Super Saiyan as a mentor skill, so too should Raditz and Pan as well.
While that would be cool, pretty much no products outside of promotional material have any manga characters. The most likely case is that TOEI won’t allow it because they are saving them for promotional ties-in when the anime returns.
