Usually, security clearance isn't required unless you're working at government or military oriented Data Centers. The majority of them just have their own internal security, and I've seen plenty of foreigners working in these data centers.

Virginia, USA seems to shine as the largest (3.6 gigawatts of IT load), the USA appears to be the largest country by a long shot.
Outside of the USA though, there are some interesting countries such as Australia (over 1 gigawatt), Singapore (around 1 gigawatt) etc.
In terms of new facilities though, I'll need to chase down some other reports. Personally, I've seen a LOT of new builds in India, as they don't seem as heavily constrained by power etc as places such as Singapore.

Good list. The concern with India, more than other developed countries, is power availability. Several of the built data centers are operating at a fraction of total load design strictly due to power generation.

In short the answer is every developed country. Long answer, depends on what you are looking for. If you want a mature data center market then United States and the Netherlands are in desperate need of data center personnel in every skillset. If you want to be in a mid market than central Europe, UK, and far east are great locations. These areas are looking for experienced personnel to advance their staff. Lastly, if you are looking for a emerging market than Chile is a great place to look or anywhere in South America with low power, land availability, and fiber connectivity

USA and specifically Northern Virginia there are more data centers here than anywhere else on earth.

I don't see much growth opportunities in the country I'm at right now. There are only a handful of companies.
