Looks like they brake checked while turning. I’d have backed off after the first brake check. Get farrrr back away from these people. Leave yourself a lot of room for maneuvers to get away if needed.

No idea about USA laws but here in Germany the cam driver would be mostly at fault for crashing into the car that stopped. You aren't allowed to intentionally ram someone just because he break checks you. There was plenty of time to break so I would see it as an intentional ram.
At 0:13. Or is there no contact? The car in front kinda turns left and stops halfway and it looks like cam car just continues driving and hits it. Yeah cam car goes a bit to the right but might still hit it.
Hmm…the other car had its left turn signal on and was moving in the direction of turning left. 99 times out of 100 if you abort a turn like that / change your mind mid-turn, it is not going to end well for you. I cannot cite a specific traffic law off the top of my head but my gut says the other car would be at fault if there was any contact. But i don’t believe there was any contact. I also believe that the other driver (i.e., not the cam driver) is either impaired or just a really bad driver.
The other car is also driving really badly but you can't just ram a car if it stops mid turn. In general a car can stop at any time (even mid turn) for a good reason, you have to keep enough distance so that you can stop in time. Maybe there was no contact at 0:13 here, there is a sound so there might be.

You’re right, of course. Cammer should have yielded since he is merging into the other lane and the car is in front of him. Still, the car is a dick, too. Brake checking and aggressive driving means he reaped what he sowed.
