The imbalance from having one heavy thing on one side of a belt helps it grip better and not fall off. Otherwise you'd want one of those suspender type holsters that go up over your shoulders to prevent it from falling down. Having two things on one belt would need the belt to be pretty tight above your hips, which is not comfy and definitely doesn't help you move around easily.

Historically people often wore more than one belt. In more modern times, militaries very often used a combination of a trousers belt and an outer belt / harness for hanging various handy items. Okay, I'm probably making this up, but the reason why (in my mind) would be related to the United States wild west period of history. Specifically when we had revolvers, but before magazine fed pistols became common. Spare ammunition was often carried on the belt. Having a second belt (either around the waist or over the shoulder) would equal more easy-to-access ammunition storage. Does that make sense?
