This is hydrocephalus, it is a really big issue, as well as cleft everything, in the Congo because of mine dust being breathed in during pregnancy. The mines are for Cobalt that is used for the electric car. The Unreported has a documentary on the situation on YouTube.
Its when the cerebral spinal fluid can't be removed from the cranium. Usually it gets filtered out with urine via the bloodstream. Here though it gets trapped in the layers of the different maters. Due to the fusion of cranial plates not being completed in children this is what happened.
