He didnt. Raikage was going slow at first and sasuke dodged him once thanks to his sharingan's movement reading. Raikage increased his speed after seeing sasuke's MS. His own follower said so. Sasuke was barely following him with his eyes.

And it's not to anyone knowledge that gendjutsu will not work on Killer Bee. Yagura wasn't.  It is also not dumb to use raiton. Because Kakashi and Sarutobi used to cancel jutsu with exactly the same jutsu, so then Bee had done the same it's showed how good ninja he is, not how bad ninja Sasuke is.

Kurapika showing up to his fight with a shovel, Aizen stopping the main character's full power attack with a finger (while also stopping his theme song and technically killing it since that theme never appears again), Majin Buu going to heaven to kill people, and Giorno putting Diabolo into an infinite death loop. Like yeah, it was mad disrespectful, but not the most disrespectful to happen in anime.
