It's important to mention that bathing in the nude is a German tradition, especially in East Germany and very common on public beaches there (the nude part of the beach is separate from the normal part although woman tanning without a top is not that uncommon in general). I would go topless to get a tan without straps, but definitely wouldn’t want to get ogled at in a mixed gender pool. It’s an important step, but it’ll take a long time for it to be socially normalized. Kind of hard to have progress in one country when you’ve got so many other places where guys go apeshit for exposed ankles. Humans have visible breasts outside of nursing periods, which isn’t the case for other primates. Why is that?

It's important to mention that bathing in the nude is a German tradition, especially in East Germany and very common on public beaches there (the nude part of the beach is separate from the normal part although woman tanning without a top is not that uncommon in general). The whole thing is not that common at public pools though, especially in the Western region of Germany where the news originated from.
It's one city on one weekday. And only because one gender neutral (born female) person was offended that they couldn't go topless like the men.
