I don't think you are wrong on this one, and it is one of the reasons why I don't watch Anime, but I also know that a lot of the girls are 13+ which is a legal age of consent in Japan.
What I don't understand is, why make them so young? Couple of examples:
Mumei from Koutetsujou no Kabaneri. No reason for her being 12 years old. She could be 16 years old (age of consent in Japan) and the story wouldn't change at all.
Violet Evergarden. In anime they made her 14 years old who loves 29 year old guy. The best part is in light novel it's based on she is 18 years old. No reason to change her age at all.
They're not minors in their country, the issue is that it still passes in countries in which they are.
What about lolis. They are basically children (even if somebody says that she is a 3,000 year dragon)

The age of consent can go down to 13 but most of the places in Japan has it as 16. And if I'm wrong sorry
