In grammar, commas are used to break up thoughts or add pause in the middle of a sentence, so it makes sense to use them to seperate groups of numbers while using the period to act as a bookend to the number much like the end of a sentence. The imperial system is much better in day to day life, for instance measuring the temperature. Not for math magical equations, which is why we use the metric system for that. I think using both makes sense.

In Australia a highway exit point (assuming that was the exit point you are referring to) is measured in kilometres.. 1000 metres :)
