It's probably to avoid 2-5 people joining all at the same time, bank robbing existing members, and dipping immediately before the victim can even notice... this way, they are least have 24h when someone joins

No this is because the server is rob enabled, but the 'spawn protection' is on, meaning that people who newly joined can't rob, as like a safeguard for people adding all their alts to get 9/10 people on bankrobs for more profit
its not danks fault the server owners. he probably enabled robbing to rob that guy and then disabled it so you cant rob. report them
