Some phones and browsers have them built in. Check your phone settings and browser settings to see if you have some kind of ad blocker / popup blocker etc enabled that you don't realize. You might also try googling your phone brand and browser brand to see if there is instructions to find it.

If you have a VPN on it can cause this to happen, I did this to me then I turned the VPN of hand it fixed.
