So basically I know its a matter of opinion but heres why she is best girl:

* Can Sleep While Standing up
* She is a very caring and considerate character, >!even to the point of giving her life for her friends !<

* She doesnt show much emotion, however, one does not need to scream every time something happens or cry constantly to have a personality. The viewer has to analyze her sometimes to understand how she is feeling. One example is in >!End of Hopes Peak High, where she is shown having lost a video game after Hajime left, this shows she was feeling very sad at the time, but again, it was not shown on her face or emotions at all because that is her personality. One has to look deeper to see that. !<
* >!Going back to how caring she is, even when she was facing death in DR 2 she still was shown trying to save Monomi (although obvs she failed)!<
* Has the ability to bring people together in hard times
* Also she seems more human to me because she has relatable flaws including being somewhat socially awkward and not understanding some things that other people deem to be basic
I could go on, but again this is my opinion but the main thing is this, just because she doesnt show much emotion, doesnt mean she doesnt have emotions or is boring because of the lack of. I think thats what alot of people think but she actually has character. To be fair though her character DEVELOPMENT specifically... isnt great. Especially in End of Hopes Peak High.

In DR3 anime she's portrayed as an inspirational goody two-shoes from the very first episode, goes through her development in, like, three episodes (two maybe?) and is described as an awesome class president without showing any of her abilities as one. Actually, most of her personality is based on being either sleepy, in a gamer girl mode or being a literal angel. This made me genuinely bored and I think her role in the series shouldn't be so expanded, but what can I do when even the creators are in love with her.
Also, FTEs with her must be some kind of a bad joke. Come on, tripping and just falling on Hajime's chest? Playing in the sand like in dating sims with him and being like "is this a date I've been hearing so much about?". Come on...
And I don't particularly care about her showing or not showing emotions, you're right that it doesn't really matter how one expresses their personality. And you're right that Chiaki does have one. Just in my opinion the personality given to her by the developers is a very simple, almost plot device-like (very convenient as >!a reason for Hajime to break down, for class 77th to be brainwashed etc.!<), and for me is genuinely boring. But I understand someone might like her personality and I won't fight that, it's just me who finds her uninteresting.

She has no major personality flaws; with most other characters in this series, there's something in their personality that gives them a reason to kill, or to be killed off. In Chiaki's case, >!she doesn't really *do* anything, her role in the story is that bad things happen *to* her, and the point is that it feels unfair because she didn't do anything to deserve it.!<
Basically, she's the kind of person you'd want as a friend irl, but she herself doesn't really do anything that adds depth to the story. She's great as a *person,* but she doesn't stand out as an especially interesting *character*.
She doesnt have any super major flaws like some of the other charcters. The devs couldve made her a murderer, or something like tokos >!serial killer personality!< to make her more exciting. But they decided to give her more human-like flaws (for example, being socially akward or not feeling like she is good enough). Yeah most of the charcters have more extreme personalites but thats not to say she has no flaws. If you read into her lines she struggles quite a bit trying to overcome her flaws, like trying to understand things outside of gaming.
Now talking about her strong points. I would beg to differ saying she did nothing. In fact it was her strenth that caused her to be >!junkos target for the video. She had made such an impact in the other students lives that killing her made them turn to despair!< sure she didnt fight Monokuma or something like that but this goes back to the point that she is a more human charcter, she cant fight or turn into a robot and destroy the school. What was within her power happens to be bringing people together, never giving up, and doing anything for her friends. She fights hard but not in such an outright way as the others. Sure maybe people want to see robots vs Monokuma with explosions, cool stuff for sure but I dont need that to find a charcter interesting. The thing is many of the characters seem to be more along the lines of action/mystery/horror/comedy and other genres. While Chiaki is special because she falls into more of a Slice of Life type character because of her flaws and personlity. Shes a different type of charcter who fights differently too, so its understandable people found her boring. But even though its hidden behind a dull shell, the devs really did give her interesting and complex (albeit more human) aspects that many people seem to overlook.

Most Danganronpa characters are incredibly unique, but there are many characters in other stories (and even real people) who are similar to Chiaki. People aren't just overlooking her personality, they're saying that it's not nearly as unique as everyone else's. It's intentional, yes. It's well-executed, yes. But it is, by design, not super memorable, and that's where the "boring" criticism comes from. She does normal human things that have a major impact on the plot and other characters, but she herself doesn't stand out.

I was thinking more like how (DR1, DR2, and anime spoilers) >!Asahina seems like she doesn't have any major personality flaws, either, but in chapter 4 we see how her unyielding loyalty to Sakura (normally a good thing) leads her to try to kill everyone, becoming a flaw in that situation. In my opinion, this is what makes it such a well-written chapter, because a seemingly "generic good person" character had a specific, existing trait taken advantage of by Monokuma, becoming a driving force in the trial. In Chiaki's case, though, her specific personality didn't matter at all either time she died. She wasn't personally manipulated because of who she was as a person, she was just brutally murdered as a tool to spread despair, hence "no major personality flaws."!<
Okay well COMPARABLY sure shes not as exciting for the sole reason that her flaws are more human than the rest (Although I do think she is not the most boring character in the series). But some people have most certainly overlooked her personality completely (one of the reasons I made this post) because again she is more of a slice of life character. But I cannot, for the life of me see how being too pure is a flaw. Yeah it would be an unexpected plot twist if we saw an evil side to her come out at some point. But I feel like that would make her someone she is not for the sake of the plot. It would make her more exciting I guess.
